Ptarmigan Land was founded in 2003 and has since become one of the UK’s leading land promotion companies. Ptarmigan currently has over 10,000 houses in planning and recently obtained planning for 750 houses in Chelmsford, Essex and 1,200 houses in Hethersett, Norwich. Ptarmigan works with Landowners to add value through planning and is actively seeking more projects after several successful exits.


Meet The Team

Ptarmigan’s in-house team of property led professionals has comprehensive property, legal and financial experience backed by a wide network of independent land buyers, deal finders, planning and design consultants, legal and other professionals.

Ptarmigan also employs project managers, admin staff, and a large team of professionals to manage each project. The teams vary from project to project but the number of people involved can vary from 10 or so for a small project to over a hundred on larger projects.

Charles Wheatman

Chief Executive

Charles is a co-founder of Ptarmigan and has spent his whole career in property. Formerly with Jones Lang LaSalle, in both London and the Far East, he has a BSc Hons in Urban Estate Surveying and is a Fellow of The Royal Institution of Chartered Surveyors. He is married with three children and lives near Hungerford in Berkshire. He is a keen follower of Rugby and other sports.

Hugo Kirby

Managing Director

Hugo is also a co-founder of Ptarmigan and has been involved in property all of his working life; refurbishing and developing both residential and commercial properties as well as obtaining Planning Permissions. He has had an entrepreneurial career that has included property, IT and trading in the derivatives and financial markets as well as London Business School. He is a financial accountant and holds the Corporate Finance qualification. He is a member of the Academy of Urbanism. Hugo is married with three children and is a keen sportsman.

Craig Neilson

Development Director

Craig is an experienced development manager who has been with Ptarmigan since January 2006. He started his career at Davis Langdon and Land Securities Trillium. Craig is responsible for managing and delivering all of the projects Ptarmigan undertake. He has extensive experience working with consultants and has played a leading role in a number of large schemes. He spends much of his time in the field reviewing and managing project operations, as well as indulging in extreme sports.


Senior Development Manager

Joseph joined Ptarmigan in early 2015. He has experience in acquiring planning consent for both brownfield and greenfield sites. Joseph started his career as a Transport Planner where his main role was to secure access to complex development sites. He is a Member of the Association of Project Management and a Member of the Institute of Highways and Transportation.


Strategic Land Buyer

Nick is an experienced acquisitions specialist with 13 years experience in property and an extensive track record in strategic land and bulk-purchase residential acquisitions. His primary roles within Ptarmigan are deal sourcing, due diligence and deal execution. He is currently undertaking an MSc in International Real Estate and Planning at University College London.

Olly Buck

Project Manager

Olly began his career as a Town Planner in 2004 and has experience spanning roles within local government, planning & environmental consultancy and commercial development. He has worked in a range of sectors ranging from property to energy and infrastructure projects. Olly joined Ptarmigan in 2016 and is responsible for promoting both greenfield and brownfield projects through the planning process to achieve planning consent. Olly is a fully chartered member of the RTPI.


Finance Director

Adam has over 18 years of experience in finance across a broad range of roles including finance director, corporate finance advisory and strategic consulting. His recent role was as CFO for an international buying agency. Previously Adam’s career included advising corporates on public and private equity raises and fund managers on raising new debt and equity funds. He is CIMA qualified.

Wendy Howard


Wendy has been managing company finances for 20 years and handles all aspects of Ptarmigan’s business accounting and finance functions. Married with two children she acts as mentor to a number of start up businesses.

Kate Godfrey

Office Manager

An experienced administrator Kate manages all the back office functions required for smooth and efficient operations.
